Duties Accomplishes a broad range of actions required to support the organization's administrative programs, which include (but not limited to) financial management, time and attendance, travel, administrative program management, office administration, management information systems, office management, property management, security administration, program and process analysis, and procurement. Provides advice and counsel on the operation of assigned programs and the interrelationships of such programs. Serves as a liaison between assigned district and ATS peers, service area offices, human resources, and other support lines of business within the FAA to accomplish assigned functions. Serves as the district's focal point for personnel activities. Initiates personnel and administrative actions involving recruitment, transfer, temporary assignments, promotions, etc. Collaborates with managers, service area personnel and human resources to coordinate recruitment requests and request assistance with policy/procedure issues and to resolve specific problems. Records, monitors, reports, and maintains staff level statistics, to include authorization, actual on board and projected staff levels for varied position groups geographically disbursed throughout multiple operational facilities. Coordinates with budget office regarding preparation of budget estimates, justification statements, and budget execution plans, including such matters as the distribution of allotments and availability of budgetary funds for program purposes. Records, monitors, reports, and maintains financial management data for tracking obligation and expenditures of funds throughout the execution phase of the operating budget cycle. Performs an analysis of budget requests from subordinate organizations. Provides guidance to office on travel regulations and ensures the office's travel practices meet established criteria. Initiates or reviews all procurement requests for equipment, services, furniture, and other items as needed. Ensures justification of requested items meet criteria for expenditures. Ensures effective management of assigned agency property. Ensures internal control of property by conducting property inventories periodically. Applies wide knowledge of management principles, organizational theory, and administrative practices and procedures common to organizations. Knowledge of procedures, rules, and regulations governing a wide variety of administrative programs such as travel, logistics, procurement, directives, forms and records management, etc., in order to independently perform duties in these areas. Knowledge of financial processes in order to conduct reviews and analyses of assigned programs fiscal status. Requirements Conditions of Employment
Qualifications To qualify at the FV-H level: you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-G, FG/GS-10-11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position is experience applying policies and procedures to administrative programs. Such programs include administrative programs affecting the organization; or financial management; coordinating budget matters, analyzing budget/fiscal reports, financial management, logistics, purchasing and other finance-based programs, processes and systems affecting an organization.
