Duties
  • Coordinate classification actions that may have organization-wide impact with leadership and program managers and explain in detail the rationale for classification findings.
  • Serve as an advisor to multiple management units for activities involving classification of positions.
  • Provide authoritative advice on complex classification adjudications; interpret position management principles, practices, and criteria for application to organizational needs.
  • Collaborate with leadership across the organization and is responsible for building and maintaining a rapport to effectively communicate findings.
  • Provide or arrange for specific technical training necessary for accomplishment of individual and team tasks.
  • Evaluate, present findings, and propose recommendations to managers while considering classification implications, alignment with other organizations, reduction in overhead costs, logical workflow, or recognized efficiencies.

Specialized Experience Requirement:

Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service.

Specialized experience is defined as three or more of the following: Applying classification guidance, appeal decisions, and classification standards on a regular basis to classify Federal civil service positions for an organization or agency; and/or Providing advisory services and policy interpretation for a variety of position management and position classification issues in difficult or controversial situations; and/or Writing or editing position descriptions, writing evaluation statements, and providing desk audit results; and/or Mentoring co-workers in basic classification principles and managing work assignments for oneself and others.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.
