Duties

Duties of the employee encompass the full spectrum of the agency's program analysis and budgetary process and enactment.

Analyzes, summarizes, and provides an independent perspective on assigned program.

Works with and advises the appropriate directorate personnel, the Budget Division Director, and their staff in
the development of (a) program plans for budget submissions to the NSF Director and the NSB; (b) program
justifications and backup materials for budget submissions to 0MB and the Congress; and (c) testimony and
supplementary information, responses, and other materials for use in connection with Congressional hearings
on agency authorization and appropriation legislation.

Identifies, summarizes, and analyzes substantive programmatic, budgetary, or policy issues embedded in program plans and budget justification statements.

Identifies, analyzes, and gives advice on existing or potential programmatic or budgetary problems relevant to assigned program activities or to other related activities by evaluating program performance against management goals.

Develop position papers on matters that affect NSF program activities, particularly in the areas of long-range
budgeting, planning, and program development.

Analyzes program impacts, assesses alternative programs and budgets, and makes recommendations for action to be taken by the Foundation.

Occasionally performs site visits to gain more detailed information on impact.

Qualifications

One year of specialized experience equivalent to the GS-13 level in Federal service using quantitative and qualitative analytical techniques to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities.

Examples of specialized experience include evaluating the effectiveness of administrative procedures, engaging in ongoing analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to, applying various analytical techniques to data management systems to identify patterns and trends, and performing management studies.
