Duties

Develops integrated implementation plans for Core Airports, Large TRACON, ARTCC and supporting facilities to ensure schedules and project implementation results in minimal impact at critical NAS facilities. Serves as District liaison for Ops and F&E projects with System Support Centers (SSC)s, Technical Support Centers (TSC), Air Traffic, Airport and aviation customers associated with the Implementation Plan and/or project. Coordinates implementation of Technical Operations District NAS projects with Air Traffic, Airport points of contact and aviation customers as appropriate.

Coordinates tactical decisions during implementation of projects to minimize NAS impacts and to stay within scope, schedule and cost. Coordinates engineering, construction, installation, Joint Acceptance Inspections (JAI), training, backfill overtime, airspace changes/redesign, configuration management, Safety Management System (SMS), acceptance and capitalization within the Technical Operations District. Tracks, monitors and provides status reporting on all aspects of assigned program areas including project activity. Collaborates with multiple customers to shut down and restore facilities, systems, and services to minimize disruption of services to the flying public.

Identifies, develops, tracks, and utilizes project funds as directed, including local or reimbursable projects. Ensures budget submissions are well justified, have valid cost estimates, justifications, background data if appropriate, and identifies local constraints. Identifies implementation-related program risks. Monitors and mitigates risks through the life of the project. Assists in the resolution of tactical issues to preclude negative impact on facility operation.

Contacts are internal and external and include representatives from national labor unions, the FAA Academy, and senior managers to evaluate certification status and recommend decisions on bargaining unit conditions of employment. Participates in sensitive meetings with senior managers to discuss course failures and test results. Uses experience working on joint labor/FAA work groups to develop and implement new and recurrent training courses. Plays a lead role in drafting, reviewing and editing reports or course outlines for final approval prior to implementation. Regularly evaluates Agency contract proposals that lead to award largely based on recommendations to management.

Provides leadership in developing and defining District Program Implementation Plans to deploy major NAS systems or programs. Leads the effort in influencing implementation priorities for each candidate program/project. Provides input to Investment Analysis process, reviews program baseline, evaluates the level of integration with existing facilities, collects site-specific information, identifies all areas of risk management to the NAS, and schedules all project-related activities appropriately.

Performs work independently and has broad discretion to ensure alignment with organizational objectives and policies. Identifies and justifies the resources needed to accomplish large work activities. Develops plans, techniques, and policies to address current or anticipated problems and issues. The Team Manager typically reviews work for success in achieving desired results.

Qualifications

There is no timeframe requirement at the Level V/FV-J to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of, and experience in, technology system interrelationships within the National Airspace System (NAS), management of civilian or military automated aviation, navigation, or other electronics systems. Generally, experience at the next lower level of I/Level IV or equivalent meets the minimum qualifications for this position as long as the experience provides the demonstrated abilities identified below:
