Duties

As a Supervisory Geodesist, you will perform the following duties:
  • Manage the Data Analysis Branch (DAB) in the Observation and Analysis Division (OAD) to oversee the evaluation and vetting of submitted geodetic surveying projects and their incorporation into the National Geodetic Survey (NGS) Integrated Database as a means of connecting new measurements to the National Spatial Reference System (NSRS). Geodetic survey projects considered for incorporation into the NSRS may include measurements made using GNSS, geodetic leveling, and/or classical surveying techniques. Use current geodetic requirements, standards, practices, and technologies in the evaluation of submitted projects. Engage with submitters if needed to ensure that properly performed survey projects can be successfully incorporated into the database. Provide technical expertise and authoritative advice to constituents in the use of NGS geodetic products and services, and identify opportunities for improving them through engagement with geospatial, surveying and mapping communities. Maintain awareness of current developments in geodetic science technology, updates and improvements to geodetic reference systems, and application to geospatial activities.
  • Support the development of new software tools to process GNSS and leveling projects for the modernization of the NSRS. Support the matrixed project team and team leader developing the new tools by interfacing with other branch and divisions chiefs to ensure that the project manager's team member tasking is supported and that the team's computing development needs are facilitated. Once new tools are developed, manage the maintenance of these tools. Develop and vet Geographic Information Systems (GIS)-based tools and other software tools as required. Present scientific results, from original geodetic research performed in support of the NGS mission, and conduct training sessions at national and international scientific and professional conferences.
  • Plan, organize and manage all technical, scientific, and administrative functions for the branch, to include direction in guidelines, decisions, methodology, interpretation and evaluation processes caused by changes in program, technological development, unknown phenomena, or conflicting requirements. Develop programs, policies and operating instructions. Recommend alternative approaches to resolve unusual or novel problem and issues in a timely manner. Oversee the revision of long-range plans, goals and objectives for the work in collaboration with the division chief and other branch chiefs to accomplish the mission. Support the development of training tools and methods of user engagement as needed to facilitate customer support.
  • Perform full range of supervisory actions. Organize and assign work, and make changes or adjustments in internal functions to better accomplish mission objectives. Establish performance standards and complete the evaluation process, addressing poor performance as required. Recommend appointments, promotions, or reassignments, hear and resolve grievances and provide disciplinary actions, as appropriate.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-4 is equivalent to the GS-13/14.

Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.

EDUCATION:

Basic Requirements: This position requires applicants to meet a Basic Education Requirement in addition to at least one full year (52 weeks) of specialized experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet one of the following basic education requirements:

To qualify for the 1372 series:

A. Degree:
geodesy; or 30 semester hours in any combination of geodesy, mathematics, physics, astronomy, engineering science, surveying, geodetic surveying, photogrammetry, or geophysics. The course work must have included differential and integral calculus.

OR

B. Combination of education and experience:
course work as shown in A above, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Performing and analyzing geodetic or engineering surveying projects using Global Navigation Satellite System (GNSS), leveling, and classical surveying methods;
  • Utilizing coding in a scientific or engineering computer programming language to maintain, develop, test, debug, and improve software used for geodetic projects; and
  • Participating in the development and implementation of project management functions, including adherences to cost, schedule and performance metrics, etc.


Education

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
