Duties

Incumbent performs multiple, varying, and complex assignments under the minimal direction of a supervisor/manager. Applies experience and comprehensive subject matter knowledge of the regulatory guidance contained in the Federal Air Regulations, FAA medical and legal handbooks, policy orders, and managerial approved reference material required in the examination and processing of Applications for Airman Medical Certificates. Performs quality assurance duties and trainer responsibilities for the Medical Review and Appeals Branch (AAM-310).

Responsible for training and providing continuing education to Legal Instruments Examiners and other employees involved in the examination of Applications for Airman Medical Certificates submitted to the FAA under Title 14 Part 67 Code of Federal Regulations. Acts as a contributing specialist assisting with the development and maintenance of a training curriculum for Legal Instruments Examiners and other employees involved in the examination of Applications for Airman Medical Certificates submitted to the FAA under Title 14 Part 67 Code of Federal Regulations. Develops and organizes training manuals, multimedia training aids, and other training/education materials to facilitate learning. Analyzes training needs to develop new training modules/programs and/or improve existing programs. Assists management in establishing and projecting a training budget.

Performs quality/peer review of the work of Legal Instruments Examiners and other employees involved in the examination and processing of Applications for Airmen Medical Certificated using experience and advanced comprehensive knowledge of medical certification. Assures accuracy and adherence to the Federal Air Regulations, FAA medical and legal handbooks, policy orders, and managerial approved reference material. Analyzes data gathered during the quality/peer review process. Identifies error trends, deficiencies, and opportunities for process improvement. Develops a plan to improve deficiencies and eliminate errors. Reevaluates to determine if the improvement plan was effective in improving deficiencies and eliminating errors. Provides feedback and the corrective action required to the Legal Instruments Examiner and/or employees being peer reviewed.

Examines, processes, and adjudicates applications for Airman Medical Certificates and any supporting medico-legal and privacy documents submitted to the Federal Aviation Administration (FAA) under Title 14 Part 67 Code of Federal Regulations with minimal supervision. After examining the medical application and supporting medico-legal information, independently makes a decision to either: a) issue a medical certificate with the appropriate restrictions and limitations, b) withdraw a Special Issuance Authorization, c) deny/disqualify the application for a medical certificate, d) request additional medico-legal information if needed to determine an applicant's eligibility and qualifications, e) when required, elevate the casefile to a medical officer for review.

Contacts are both internal and external. Internal contacts include managers and employees in various organizational units, major subdivisions, LOBs/SO to share information, provide training, data/or written analyses. External contacts include stakeholders in other federal agencies, other FAA offices and employees, aviation medical examiners, applicants for a medical certificate or their advocates, and members of congress to discuss routine matters such as explaining regulations and policies and developing project scenarios.

Identifies, plans, and organizes available resources to accomplish assignments, projects, and other work activities. Makes optimal use of resources to complete activities within established schedules with minimal review using extensive knowledge and expertise.

Develops and recommends approaches to address current and anticipated problems and issues. Works with managers and professionals to jointly solve problems.

Qualifications

BASIC REQUIREMENTS

To qualify for this position at the FV-I (FG/GS 13) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-H (FG/GS 12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE includes: experience teaching and/or delivering adult instruction; experience with public speaking and presentations; experience developing course curriculum or experience with ISO 9000, Six Sigma, or any other quality/process improvement techniques; medical experience reviewing documents in case files/medical records for completeness and accuracy; using a variety of legal or regulatory references for document verification; examine and adjudicate airman applications for medical certification.
