Duties

As the Park Ranger in this position, you will:

This position serves as first line supervisor and oversees recreation programs, facilities, planning, budget, maintenance, purchasing, and contracting officer's representative. This position is responsible for campgrounds, trails, day use areas, boat ramps, off-highway vehicles use area, and mountain bike trail systems. Park ranger plays a critical role with volunteer and partnership groups, engages with members of the public as they utilize our recreation resources.

Park Ranger is a government purchase card holder and approving official for subordinate personnel. Park Ranger will need to be/become contracting officer's representative for construction projects, purchase of equipment/supplies, and service agreements. Responsible for developing statements of work, modifications, and purchase requests. Park Ranger is responsible for fleet vehicles, working capital equipment (heavy equipment - skid steer, forklifts, etc).

Personnel is a major function for the position. Park Ranger is responsible for 2-4 permanent/term employees and 6-8 seasonal staff members. They develop hiring packages, on and off-board personnel, appraisals, and training.

The position is responsible for analyzing, evaluating, and coordinating matters involving recreation planning, development, and use. The position will be engaged in re-building one of BLM's largest campgrounds as part of the 2020 fire recovery; Get America Outdoor Act has been allocated in the sum of $11.5M to rebuild.

The position will ensure consistency with all existing regulations, policies, and directives, as well as with BLM Washington Office (WO) program direction.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.

Specialized Experience GS-09: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) administering day-to-day operations of a recreation site; (2) developing outdoor recreation resource inventories, reports, and monitoring plans; (3) working with other staff leads to ensure high quality visitor services, resource protection, communication, and morale of recreation area employees; (4) resolving problems or apparent violations of regulations concerning the use of protected or public land areas.

OR, Education GS-09: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or a master's degree or equivalent graduate degree from an accredited college or university in a field directly related to the work of the position to include: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources that has provided the knowledge and skills necessary for successful job performance in this position. (NOTE: You must submit a copy of your transcripts.)

OR, Combination GS-09: Successful completion of an equivalent combination of specialized experience and graduate level education as described above, when combined, equals 100% of the total requirement. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. (You must submit copies of your transcripts.)

Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education

To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Physical Demands: The work is performed mostly outdoors in rugged terrain; to include very steep, wet, muddy, rough, uneven or rocky surfaces, or working on ladders. The position requires physical exertion such as, but not limited to, driving over unpaved roads, walking over rough terrain or inclines, standing for long periods of time, bending, crouching and stooping, and digging, hiking, lifting, biking, stretching, reaching, or similar activities. Work may involve early morning hours, night hours, or daytime hours and may require working on holidays. It can require carrying heavy backpacks, tools, rescue equipment, or other loads.

Working Conditions: Most work will be performed out of doors, in all types of weather conditions, terrain, and elevations. Work may involve occasional overnight stays in recreation sites staying in tents or trailers with limited or no communications or utilities. Indoor duties are performed in a normal office setting, or in unheated maintenance shops and buildings.

Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
