Duties

As a Government Information Specialist (FOIA/Cyber), this position serves as a Freedom of Information Act (FOIA) Compliance Manager, and is responsible for developing and maintaining cybersecurity plans, strategies, and policies to support and align with organizational cybersecurity initiatives and regulatory compliance.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Designing, building, implementing, and maintaining a knowledge management framework that provides end-users access to the organization's intellectual capital.
  • Researching, analyzing, and evaluating data for response to information requests.
  • Assembling and reviewing proposed FOIA release packages.
  • Using computers and other systems in processing, administering, and managing information, as well as for a wide variety of record keeping, correspondence, and tracking operations throughout the Government information management lifecycle.
  • Reviewing and analyzing appeals from denials of access to records requested under FOIA and recommends final agency decision on release/non-release of records.
  • Keeping abreast of recent developments in the field of disclosure, including recent court and department decisions, current legislative resolutions or problems encountered within the FOIA program.


Requirements

  • This position requires a Secret clearance.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • A one year probationary period may be required.
  • Time-in grade requirement must be met by closing date.


All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To qualify for the GS-12, applicants must have one (1) year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience includes the following:
  • Providing guidance and advice on Federal FOIA policy and processes;
  • Making determinations about use and dissemination of personally identifiable information;
  • Analyzing and evaluating data for response to information requests;
  • Assembling and reviewing FOIA packages for release.

To qualify for the GS-11, applicants must have one (1) year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience includes the following:
  • Processing FOIA and Privacy Act data requests;
  • Drafting written and oral responses on FOIA matters;
  • Providing guidance and advice on Federal privacy policy and processes;
  • Preparing reports related to FOIA.

OR

Ph.D. or equivalent Doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

OR

Combination of education and experience.

To qualify for the GS-09, applicants must have one (1) year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience includes the following:
  • Applying FOIA laws, regulations, policies, and guidelines;
  • Assisting in the review and analysis of FOIA requests;
  • Monitoring and tracking FOIA requests and appeals in a case management system.

OR

Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related

OR

Combination of education and experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If selection is made below the full performance level, the incumbent may be promoted up to the target grade without further competition, if all legal and regulatory requirements are met and when recommended by the supervisor. Mandatory training is required which must be successfully completed and maintained. Other training may occur as necessary for success in the position.
  • Federal Acquisition Certification for Program and Project Manager Level I (FAC P/PM-I) or management determined equivalent within two years entry into the position.
