Duties

Duties:

You will serve as the Assistant Human Intelligence (HUMINT) Collection Manager, with responsibility for assisting with the coordinating, validating, and managing platform collection efforts, operating directives, and enabling Agent/Collector responsiveness. You will also assist with managing both standing service and crisis-related human and counterintelligence collection requirements (HCR) that will be derived from USCG Program of Analysis, Key Intelligence Requirements, Priority Intelligence Requirements and analyst identified gaps.

Being a CG civilian makes you a valuable member of the team. Typical work assignments include:
  • Assisting with planning, developing, managing, and overseeing the preparation and production of CGCIS Intelligence Information Reports (IIR), the IIR evaluation program, and managing the standing and crisis-related HCR production process for the USCG HUMINT Service collection management and integration
    program.
  • Researching current and emerging collection opportunities and assisting operations and investigations staff in developing comprehensive collection operations through the creation of detailed collection strategies, emphasis messages and plans.
  • Coordinating and managing CGCIS Intelligence Information Reports (IIR) to include reviewing the quality of IIRs and associated metadata per Service and Department of Defense (DoD) standards by evaluating, discussing, editing/improving, validating, and releasing IIRs through the centralized dissemination process; providing feedback to CGCIS leadership, Agent/Collectors and USCG Regional Collection Managers to further shape and refine collection priorities.
  • Assisting in the initiation, interpretation, and development of HUMINT policy guidance, and establishing operating procedures when necessary; coordinating training in support of operations and investigations (when required) requirements.
  • Establishing, coordinating, and maintaining HUMINT collection/reports management of standard operating procedures and tactics, techniques, and procedures.
  • Preparing recommendations and information summaries for the CGCIS Director and the Assistant Commandant for Intelligence (CG-2) concerning CGCIS collection against USCG, DoD and National Intelligence Priorities; researching, analyzing and reviewing CGCIS HUMINT reporting and evaluations worldwide to identify level of effort, focus areas, trends, best practices, and issues.

Qualifications

At the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. Specialized experience include: Completion of fundamental collection management training, initiating contacts with other senior intelligence analyst and law enforcement personnel to validate and ascertain reliability of information; conducting special intelligence research studies; preparing contributions to interagency intelligence assessments; and conducting liaison with counterparts in other intelligence agencies to coordinate information activities.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
