Duties

You will serve as s as the Director of Human Resources (HR) and Administration providing a full suite of HR services to the USCG's 1,400-member Non-Appropriated Fund (NAF) workforce including obtaining and implementing private sector elements of the NAF employee benefits program. As Administration Director, your responsibilities will also include commercial insurance oversight addressing risk in the areas of property, liability, and cyber exposure; administering the healthcare and worker's compensation programs for Coast Guard (CG) NAF employees; managing support functions which certify the efficient operation of the CSC staff and building; and ensuring compliance with the CG Equal Employment Opportunity and Civil Rights programs.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Providing oversight and execution of contractual agreements for professional services provided by private firms in the insurance and employee benefit industries.
  • Overseeing the development and production of operations reports for upper management including projected payroll/overtime expenditures, worker's compensation claims costs, pending personnel actions, etc.
  • Performing a full range of supervisor duties and fulfills the supervisory responsibilities to include scheduling and distributing work; setting adjusting priorities; establishing performance standards; evaluating work; identifying training needs of employees; providing training; and employing methods to increase productivity.
  • Securing and directing the commercial insurances used to deliver affordable, quality coverage as part of the NAF workforce benefits/total compensation program which includes health, dental, vision, disability, and long-term care insurances.
  • Directing the NAF HR program and administration and delivery of personnel support for the NAF Instrumentalities; approving/disapproving requested disciplinary personnel actions; and establishing policy and procedures for field managers regarding applicable HR functions and issues.
  • Advising the Commanding Officer and Executive Officer on problems involving the relationship of the work of the department and other departments programs and program impact.

Qualifications

To qualify for the GS-14: Applicants must have one year of specialized experience equivalent to the GS-13 level (in the federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work.

Specialized experience include: Planning and execution of and personnel/human resources programs; conducting management studies on matters to improve organizational effectiveness; supervising a staff or serving as team leader; and evaluating administrative programs to improve efficiency and effectiveness.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
