Duties

The incumbent serves as an Assistant Field Manager. Authorized to sign for the Field Manager at any time within the limits of the Field Manager's delegated authority. Serves as consultant, coach, and supporter for employees while collectively solving problems and carrying out organizational goals. Creates strong mutual respect within and between teams. In collaboration with employees, develops plans and work schedules by setting priorities and developing schedules for completion of planned work. Monitors work to ensure team members complete their tasks effectively and efficiently. Facilitates work by maintaining good working relationships and by coordinating with other internal and external customers on goals, priorities, organizational needs and achievements. Constantly adjusts operations under the pressure of continuously changing and unpredictable conditions. Solves problems between teams and individual team members through encouraging use of conflict resolution techniques. Resolves conflicting resource demands between teams and staff members and obtains necessary resources for teams to produce on time quality products. Assigns work on priorities and capabilities of employees; reviewing work for adequacy and accuracy, policy and regulatory compliance, and application. Passes on guidance and instructions to employees. Devises and maintains record keeping systems to provide required information for production and reporting, evaluation, etc. Recommends procedural, organizational, equipment, etc., and changes to increase accuracy and productivity.

The incumbent is responsible for administration of a variety of management programs such as safety, upward mobility, cost reduction, sick leave, annual leave, EEO, drug free workplace, overtime usage, suggestions, etc. Establishes goals for employees in order to accomplish management objectives. Initiates corrective action. Advises immediate supervisor of program accomplishments, problems and impact of changes.

The incumbent performs personnel management functions such as making selection of employees; participating in positions and pay management program; establishing performance standards and evaluating performance; identifying developmental and training needs of employees; providing and making provisions for training. Approves annual and sick leave. Effects minor disciplinary measures. Hears and resolves employees' complaints; refers complaints not resolves to higher level supervisor. Ensures availability of equipment through property accountability. Responsible for developing and maintaining a safety program for the Field Office.

Provides coordination and leadership to team members involved in the detailed identification and collection of necessary data, interpreting and analyzing data, developing and evaluating alternatives, and preparation of appropriate documentation. Monitors progress and accomplishments closely to ensure strict adherence to project objectives and regulatory compliance. Brings significant unresolved issues to the attention of the supervisor. Enhances team communication with others. Participates in public tours and inquiries. Reviews work products to assure consistency with assessments, EIS processes, court decision, assignment goals, fire plans, RMPs, rehabilitation plans, and agreements. Represents line management on ad-hoc teams. Accomplishes or assures coordinates with other agencies and BLM employees in other states.

Works closely with District personnel including managers by providing recommendations on management issues. Identifies resource and public land policy problems both within and outside of the organization.

Recommends workable solutions that include process planning, resource allocation, and design changes. Provides analyses of management options and alternatives based on logical and sound management principles and application of sound biological sciences and related disciplines. Coordinates management principles and concepts with others. Develops strategies for addressing major issues including funding, policy, personnel and regulations. Helps managers and employees in identifying, understanding, and implementing ecosystem management and to reach a healthy and sustainable ecosystem.

Facilitates and coordinates the development of priority issues and capabilities for out-year and current-year work. Develops program priority recommendation for funding and human resources through consultation with others. Develops rationale to support recommendations and present recommendations to the supervisor. Initiates, prepares, and when needed, oversees contracts, cooperative agreements, and memoranda of understanding with various agencies, institutions, and entities for management involving ecosystem management and other issues.

Reviews and/or staffs plans developed by others for review to assure continuity, accuracy and all impacts on other resources and/or programs have been considered.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) Executing administrative supervisory duties such as work assignment distribution, performance management, ethics management, recruitment, and/or financial management; (2) Providing resource management decisions in areas such as lands, minerals, range, forestry, wildlife, hydrology, botany, fisheries, soils, recreation, etc.; (3) Planning, organizing and leading teams and individuals to implement management objectives, initiatives, and plans; (4) Conducting collaborative actions to identify/resolve conflicts; and (5) Coordinating and/or conducting trainings/conferences in accordance with organizational technical standards.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Physical Demands: Work is primarily in an office setting. There is frequent travel to field sites via four wheel drive vehicles, fixed wing aircraft, helicopter, and boats. There is a potential for adverse climatic conditions. Field work involves walking, bending and climbing on steep and rough terrain.

Working Conditions: Most work is in an office setting. Field sites involve exposure to adverse weather, i.e., rain, snow, cold and/or heat. Some outdoor work requires special safety precautions. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
