The Regional Vice President of Human Resources, Las Vegas is responsible for leading Human Resources Operations and Labor Relations functions for the Las Vegas Region. The position reports to the Regional President. The Regional VP of HR will partner with the market's Regional President, General Managers and other senior leaders to ensure qualified Team Members are hired, trained, engaged and operationally effective in the Las Vegas Region.

KEY JOB FUNCTIONS :

  • Lead organization with methods and actions that are ethical and in full compliance with all applicable laws, regulations, Company policies, and collective bargaining agreements.
  • Identify compliance risks and take actions necessary to eliminate or minimize risks.
  • Champion, within the organization, a commitment to honesty, integrity, and responsible corporate behavior.
  • Create a compliance culture within the organization and foster an environment where employees feel comfortable reporting potential violations or alleged misconduct.
  • Provides executive leadership to functional areas within Human Resources Operations including Talent Acquisition, Training & Leadership Development, Team Member Experience & Engagement, Internal Communications, and Employee & Labor Relations.
  • Leads development and execution of the property's workforce development plan in partnership with Operations leaders.
  • Leads administration of collective bargaining agreements, grievance, mediation, and arbitrations. Consults with outside counsel when appropriate.
  • Engages the community with a robust and comprehensive engagement plan.
  • Working knowledge of researching, establishing, recommending changes and administering employment policies relating to: sourcing, hiring, training and development of Team Members, compensation and other employee services.
  • Responsible for ensuring strong internal communications strategy and execution including communicating new policies, procedures, and union agreements to all leaders and Team Members.
  • Ensures equal employment opportunities, along with consistent and fair and consistent application of all policies and procedures.
  • Monitors measurement of Human Resources initiatives and ensures trends are identified and addressed including but not limited to time to fill openings, turnover, retention, Team Member feedback, performance management, ACA-related measurements, grievance/mediation/arbitration handling, collective bargaining preparation and other union related issues and wellness metrics.
  • Maintains culture where performance expectations, recognition and accountability mechanisms are communicated and utilized.
  • Acts as a role model and coaches while developing Human Resources Directors using a consistent, approachable demeanor and clearly articulating expectations.
  • Coaches and develops Regional Supervisor/Manager-level leadership skills in performance management, fair treatment, and assists in diagnosing and designing solutions to improve service quality.
  • Ensures compliance with all laws, regulatory requirements and record keeping rules.
  • Consults with counsel when in determining legal compliance.
  • Strives to improve and streamline departmental operations, through the continuous assessment of policies and procedures, work processes and program effectiveness/value.
  • Responsible for the budgetary control of all departments within the Regional Human Resources function.


EDUCATION and/or EXPERIENCE:

  • Bachelor's Degree in Business Administration, Human Resources or related field required.
  • Master's Degree in Business Administration, Human Resources or related field strongly preferred.
  • Minimum of 8-10 years in Human Resources management experience, at multiple management levels, required with a concentration in at least two of the following: Labor and Employee Relations, Talent Acquisition, Training & Leadership Development, Compensation and/or Benefits Administration with experience in the hospitality or gaming industry strongly preferred.
  • Experience leading a large-scale Human Resources team with oversight of multiple functional areas.
  • Labor Relations experience in a leadership capacity required.


QUALIFICATIONS:

  • Demonstrated ability to communicate effectively, both verbal and written.
  • Demonstrated ability to deal effectively with employees at all levels.
  • Knowledge of State and Federal Employment Laws and the National Labor Relations Act.
  • Familiarity with how to manage in a union environment.
  • Understanding of collective bargaining agreements and how to interpret and enforce.
  • Strong organizational and analytical skills
  • Computer literacy
  • Ability to handle complex and emotional issues.
  • Acts as a role model to other employees and always presents oneself as a credit to Caesars and encourages others to do the same.
  • Adheres to all regulatory, company and department policies and procedures.
  • Ability to uphold and demonstrate the highest level of integrity in all situations and recognize standards required by a regulated business.


WORK ENVIRONMENT :

  • Must be able to work independently.
  • Must be able to sit, stand or walk for long periods of time (4 hours).
  • Must be able to respond calmly and make rational decisions when handling employee conflicts, union issues/conflicts, and other emotionally charged issues in the workplace.
  • Must be able to maneuver throughout all areas of the property and from floor to floor either by stairways (minimum of 20 steps) or escalator.
  • Must be able to lift and carry up to 50 lbs.; and, have the ability to push, pull, reach, bend, twist, stoop and kneel.
  • Respond to visual and aural cues.
  • Must have the manual dexterity to operate a computer and other necessary office equipment.
  • Must be able to work varied shifts, weekends and holidays as needed.
  • Ability to simultaneously manage several projects, and not be frustrated by changing priorities and unforeseen obstacles to achieving objectives.
  • Ability to speak distinctly and persuasively.
  • Must be able to read, write, speak, and understand English.
