Position Summary

Provides strategic leadership while directing Quality Management (QM) initiatives and Compliance oversight for the Gas Utility enterprise. Coordinates multi-disciplinary groups to develop processes and procedures to monitor and report compliance per DOT 49 CFR regulations, state pipeline safety regulations, and applicable regulatory codes. Develops a comprehensive strategic plan and process to reduce risk associated liability and improve the company's safety and compliance culture. Directs QM and Compliance changes, drives operational effectiveness, and provides performance governance across the operating companies to ensure continuous and sustainable improvement. Establishes proactive compliance monitoring and prepares business units for regulatory inspections. This role will also be responsible for managing the MAOP program (Maximum Allowable Operating Pressure).

Essential Responsibilities
  • Oversee the overall strategy for the Company's QM and Compliance programs. Lead multiple teams of key stakeholders from cross-functional business units to perform gap analysis, establish benchmarks, develop strategic plans and implement programs of work that support industry practices.
  • Enhance the regulatory & compliance culture by developing and implementing key performance metrics and a process to execute action plans. Drive for completion of QM & Compliance strategic goals while ensuring the appropriate level of governance.
  • Develop and maintain effective relationships across multiple business units and departments to ensure timely and effective completion of compliance activities, as well as business learnings and implementation of leading or best practices. Actively interfaces with business units to discuss and prevent compliance issues. Finds and implements measures to resolve and minimize reoccurrence when non-compliance activities are found.
  • Utilizes committees, teams, and subject matter experts to represent the Company in related initiatives through sharing of best practices, benchmarking and driving continuous improvement of gas safety for the gas industry.
  • Create and oversee business processes and practices to monitor compliance activities from the business units. Evaluate and implement the efficient use of technology to capture, categorize, trend and track risk reduction initiatives.
  • Lead the internal and external compliance reporting communication strategy associated with implementation of QM & Compliance. Collaborate with communication partners to ensure messaging is consistent with strategies and reflects the Company's values.


Minimum Requirements
  • Bachelor's degree in engineering, business, communications, or related discipline preferred.
  • Eight years of related experience with 5 years of regulated utility experience, including in-depth understanding of regulatory code.
  • Ability to communicate complex information, develop and advance strategies, collaborate across business units and internal/external stakeholders.
  • Sound business judgment, excellent communication skills, problem resolution skills and proven ability to achieve results.
  • Well-connected within the industry and have tangible evidence of establishing a reputation of credibility and respect.
  • Preferred qualifications include prior management experience, experience in gas standards, Professional Engineering registration, knowledge of DOT, ASME, NFPA, and state regulations.

Non-Bargaining

The anticipated starting base pay for this position is: $105,600.00 to $150,000.00 per year
