Summary This position is located at the Colonial National Historical Park, in the Administration Division, and is responsible for performing a variety of substantive budget and financial functions. Overview
This job is open to Clarification from the agency Videos Duties Serves as a technical specialist for budgetary and financial matters at the Colonial National Historical Park, in the Administration Division Reviews and analyzes the overall unit and individual sub-unit budgets to ensure that the preparation and the use of the funds are in accordance with allocations, policies, procedures, laws, and required formats. Provides financial planning advice, including evaluating projected needs versus anticipated funding levels, determining submission formats, and coordinating and consolidating requests for the units. Reviews budget requests and the authorized staffing and funding levels and participates in recommendations for funding and staffing decisions based on objectives and direction. Prepares budget summaries for submission to higher level employees, compiles status of funds, adjusts accounts, and prepares support justifications for reprogramming requests. Reviews, analyzes, and takes action on approved requests for adjustments in allocations, transfer of funds between units and agencies, special funding distributions, and fixed cost assessments. Establishes and maintains a current and functional control record of all allocations and authorizations received and those disbursed. Analyzes and summarizes financial reports. Identifies and evaluates trends and potential problems. Conducts periodic financial reviews to ensure rate of expenditures are within approved funding levels and to advise managers if fund balances are appropriate for the remaining work to be accomplished. Participates in reviewing and analyzing directions and procedures on financial management matters from higher level offices within the organization and develops guidance for managers to accomplish objectives. Specifically, participates by drafting a variety of budget/financial reviews, instructions, and procedures. POSITION LOCATION: Colonial National Historical Park is located in the Virginia Tidewater Region between the James and York Rivers, and is approximately 3 hours south of Washington, DC. The park, consisting of 8,677 acres, administers two of the most historically significant sites in English North America. Historic Jamestown, the first permanent English settlement in North America in 1607 and Yorktown Battlefield, the final major battle of the American Revolutionary War in 1781. These two sites represent the beginning and end of English colonial America and are connected by the 23-mile scenic Colonial Parkway. Colonial NHP has a variety of natural resources including extensive wetlands, forest, fields, shorelines, and streams, as well as rare, threatened, and endangered plants and animals. The nearby cities of Williamsburg, Newport News, and Hampton offer a wide variety of rental units and residences for sale or rent, as well as other municipal services, including schools and colleges. Qualifications All qualifications must be met by the closing date of this announcement-05/10/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as experience: 1. Working closely with Management, Budget/Finance staff, fund managers, business partners, and stakeholders; 2. Serving as a consultant, advisor, and subject matter expert in budget/financial management operations and policies; 3. Formulating annual budget plans and entering into a financial system; 4. Analyzing and tracking expenditures, obligations, and commitments and providing financial reports to Management; 5. Analyzing and evaluating changes in program plans and funding and their effect on the budget. You must include hours per week worked. -OR- EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree OR at least 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Graduate education must be directly related to this position and provides the knowledge, skill, and abilities necessary to do the work of this position. You must include transcripts. -OR- COMBINATION OF EXPERIENCE AND EDUCATION: Successful completion of a combination of education (more than two years of graduate education, but less than three full years) and experience as described above. To combine education and experience, first take the number of completed graduate coursework in excess of 36 semester hours and divide by 18 (semester hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands and Working Conditions: The work is mostly sedentary and performed in a typical office setting.
