Summary

The Strategic Partnerships Office at NASA Langley Research Center (LaRC), is seeking an individual to lead external partnership strategies that advance agency/center strategic goals. Serves as a Center resource participating in strategic planning efforts pertaining to partnerships business development. The incumbent also leads the integration of technology commercialization efforts, including technology transfer, regional partnerships, and SBIR/STTR.

Duties
  • Collaborates with Center senior leadership for business development, technology commercialization, and external partnerships. Leading authority on technology partnerships and responsible for program definition, organization, management and direction.
  • Leads the integration of technology commercialization efforts, including Tech Transfer, regional economic development, and Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) programs, to ensure consistency of goals.
  • Leads connections with Partnership Agreements team, Partnerships Community of Practice, other NASA Center Partnership Offices, and other organizations and teams that involve technology commercialization and partnerships.
  • Makes recommendations based on business case analyses for initiatives to foster key strategic partnerships aligned with LaRC strategy and business development priorities.
  • Oversees analyses to identify high-value targets for industry interactions connected to LaRC strategy, capabilities, and technology portfolio.
  • Serves as an expert in business development and leads other members of the Langley staff to become more effective in their business development efforts.
  • Executes strategic and tactical business development initiatives while working with key internal stakeholders (e.g., science and engineering teams, legal, finance) and BD team colleagues.
  • Identifies and manages resolution of business-related problems and issues associated with government/industry/academia partnerships.
  • Reviews national mission, program guidance or directives with national or international impact. Serves as an internal coordinator supporting complex negotiations and business requirements and activities which deliver results.
  • Plans, develops, and negotiates budget and resource allocations for Center requirements and initiates design and modification efforts of business development methodologies.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
  • Providing expertise and guidance in conducting business analyses to identify potential solutions for future work, workforce, workplace or partnering needs;
  • Working with technology transfer, Small Business Innovation Research (SBIR)/ Small Business Technology Transfer (STTR) or partnerships programs to reach organizational objectives;
  • Leading diverse teams and overseeing project planning, development, and implementation for business activities.
