Duties

This position is located at the USCG National Maritime Center (NMC), Martinsburg, WV, an independent Headquarters Field Command. The incumbent is a Section Chief within the Mariner Evaluation Division and serves as the MCP expert on the safety and suitability vetting processes. Responsible for the supervision of the processes involved in the background investigations of all MMC applicants, including comprehensive criminal record reviews, referral of positive drug test results for action, national driver registry search results, immigration documentation, and the review of applicants' disclosure of all such items on the applications.

Typical work assignments include:
  • Planning, scheduling, directing, documenting, and being held accountable for the day-to-day quality, quantity, and timeliness of the work of subordinates. Subordinate non-supervisory staff consists of approximately 8 government personnel.
  • Carrying out EEO policies and communicates support of these EEO policies to subordinates. Ensuring equality in determining qualifications, selections, assignments, training, promotions, details, discipline, and awards.
  • Providing general guidance and oversight to junior evaluator/investigators and the screening team concerning the interpretation and/or clarification of any derogatory or adverse data uncovered from various sources in the evaluation of applicants. Ensuring full and appropriate investigations are performed when the screening process indicates possible safety or suitability issues with an applicant.
  • Monitoring the effect and effectiveness of applicable laws, regulation, and policy and prepares recommendations for amendment, revision, or initiation. Participating in the review process of legislative regulatory, or policy projects that relate to the safety and suitability vetting process. Assisting in the effective implementation of existing or revised laws, regulation, and policy including revision and review of training materials, process documentation, job aids, updates to the credentialing software/ databases, and communication within or outside the NMC as appropriate.
  • Using and training others in the use of, the existing credentialing software and other databases that aid in determinations and reflect the number and type of transactions conducted by the Safety and Suitability Branch. Evaluating the functionality of the supporting computer systems and makes appropriate recommendations to ensure program efficiency, consistency, and effectiveness.

Qualifications

To qualify for the GS-11 grade level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level in the federal service.

Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work. Examples of specialized experience include:
  • Extensive practical experience in the application of numerous laws, statutes and policy.
  • Proven ability to resolve discrepancies and irregularities.

Completed a Ph.D., or at least 54 semester hours toward a Ph.D., in a field that is directly related to the duties of this position

OR

Combination of directly related work experience and graduate level education. An applicant who has less than one year of specialized experience as described above may combine successfully completed graduate-level education with experience to meet the total qualification requirements. GS-11 applicants must have completed more than 2 full years of graduate level education in order to use this option to qualify.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The necessary Knowledge, Skills, and Abilities to perform this job are:

  1. Advanced knowledge of investigative techniques, including research methods and sources, compiling, examining, and documenting evidence; and interviewing.
  2. Advanced Knowledge of maritime statutes, Title 33, 46, and 49 CFR the Marine Safety Manual (MSM), and other policies pertinent to safety and suitability determinations
  3. Advanced knowledge of administrative law and processes, including the Federal Rules of Evidence, Federal Civil Judicial Procedures, and Administrative Procedures Act.
  4. Ability to create well written reports, personnel evaluations, training materials, presentation materials, letters to applicants, or other documentation reflecting information or data related to criminal record review process or results and safety and suitability determinations appropriate for a variety of individuals or organizations.
  5. Working knowledge of computer-based word processing, databases, and spreadsheet applications.
