Job Summary

The Manager, Emergency Planning and Response maintains and implements the emergency management preparedness and response programs at the Corpus Christi Refinery. This includes assuring the readiness of the Corpus Christi Refinery Emergency Response Team (ERT) and Emergency Management Organizations to respond to and safely manage all types of emergencies that could occur in the refinery in a cost-effective manner that protects facility assets, the employees and the local communities. This position interacts with city, state, and federal agencies to facilitate good working relationships and open lines of communications.

Minimum Qualifications

Associate's Degree in related field plus ten (10) years of experience in Emergency Planning Response equivalent experience; OR twelve (12) years of experience in Emergency Planning Response equivalent experience in lieu of degree.

Experience with Refinery/Petrochemical Plant tactical and supervisory emergency response, situational and firefighter response complement, and medical response background required.

Candidates must be able to obtain a TWIC (Transportation Worker Identification Credentials Card)

ELIGIBILITY REQUIREMENTS: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

Job Duties

  • Direct and manage one (1) CITGO (Emergency Planning & Response Supervisor), five (5) Shift Commanders, and five (5) contract Refinery Terminal Fire Department (RTFC) full time emergency responders. These contract employees are the first responders to all Emergency Medical, Rescue, and Haz-Mat incidents.


  • Acts as the Incident Commander at all refinery emergencies on an as needed basis. Provides leadership, direction, and vision for maintaining a highly effective emergency management program. Determines necessary level of emergency planning and training for the Incident Command Team which includes the Emergency Operation Center (EOC) management members, Incident Commanders, Safety Officers, Process Operators, in-house ERT, and Refinery Terminal Fire Company (RTFC). Determine and maintain compliance with all applicable OSHA training requirements for all Emergency Response Team personnel and contract responders.


  • Represents CITGO as a member of the Local Emergency Planning Committee and as a member of the RTFC Board of Directors. Establishes and maintains relationships with the local and state emergency response organizations in the area through participation in various committees, drills, and conferences.


  • Direct compliance with applicable standards and oversee implementation of preventive maintenance, inspection, and testing programs that ensure the reliability of all refinery emergency response equipment including the fire truck, attack truck, mobile fire equipment, hazardous materials and rescue response apparatus.


  • Manage the overall preparedness of emergency management facilities including the Emergency Operations Center and other associated facilities that assure the efficient operation in the event of an emergency. This is accomplished by means of coordinating and scheduling training, drills and periodic reviews and updates to the Emergency Response Plan (ERP). Work closely with the Security Manager during responses and drills to maintain access control of responders, contractors, and agencies.


  • Participate and support refinery and corporate emergency response and safety goals and projects. At the corporate level this includes MEMT participation and assisting in the development of corporate best standards and practices. At the refinery level it includes special projects and reviews including Turnaround Safety, incident investigations and safety reviews.


  • Develop and implement the emergency management budget of approximately $8,000,000 in a cost effective manner.
