The Air Line Pilots Association, International (ALPA), the largest airline pilot union in the world and the largest non-governmental aviation safety organization in the world seeks a Manager, Engineering & Operations for our Herndon, Virginia, office.  ALPA represents over 52,000 pilots at 31 U.S. and Canadian airlines.   

ALPA is the recognized voice of the airline piloting profession, with a history of safety advocacy that extends for more than 80 years. 

Reporting to the Director, Engineering & Air Safety, operating under minimal direct supervision and within the limitations of Association policy, the Manager, Engineering & Operations provides guidance and direction in a wide variety of areas, including but not limited to the following: 

Accident/Incident Investigation

Aircraft Design

NextGen issues, including ADS-B · Air Traffic Control · Airspace · RNAV/RNP · UAS/RPA

Charting & Instrument Procedures · TERPS

Flight Operations & Safety Data Programs (e.g., ASAP & FOQA)

Maintenance · MMEL · OpSpecs

Pilot Training and Qualifications

Aviation Weather 

The activities of the more than 400 pilot representatives in ALPA’s Air Safety Organization are coordinated with appropriate staff from the Engineering & Air Safety (E&AS) Department.   

For the Manager, Engineering & Operations, this requires regular interaction with ALPA’s Master Executive Councils (MECs) and National Officers as well as counterparts in the FAA, ICAO, IFALPA, the NTSB, TC, and TSB.  S/he assists in the interpretations and applications of established Association policies and positions and assigns staff to government and industry working groups and provides oversight for same.   

As an advisor and consultant on implementing established policies and procedures, s/he is also a developer and instigator of new and improved air safety policies and procedures, always working in close collaboration with SMEs in other ALPA departments, especially Communications, Government Affairs, and Legal.  S/he also ensures that ALPA Representation Department attorneys have the technical support required for the processing of FAA and Transport Canada certificate actions involving ALPA members.  S/he also develops expert witness testimony for judicial and/or Congressional hearings and industry meetings.

The Manager, Engineering & Operations works with ALPA’s national officers, staff, leadership, and members to implement Association positions and policies.  With his/her staff, s/he assigns accountabilities, determines priorities, sets objectives, establishes development goals and monitors staff performance, and conducts annual performance reviews.  S/he actively listens, builds trust, and adapts his/her style and tactics to fit the audience.  Local, national, and international travel, significant and, at times, on short notice is required.

                                                                                                           

Frequent (weekly) local travel, National, and International Travel:  usually 10-25%.

Minimum Requirements:

  • Bachelor's degree in relevant area, e.g., engineering or other related discipline, from an accredited college or university required; or, the equivalent combination of education and practical aviation experience, advanced degree preferred.

  • ATP with instrument rating or equivalent aeronautical experience and extensive knowledge of aircraft flight operations, FARs, CARs, national and international aviation standards, aircraft and ground systems, and ATC required. 

  • Must have leadership experience in large or medium-sized organizations.  Previous experience working with ALPA is a plus.

  • Exceptional expertise in accident investigation, NextGen, TERPS, and/or previous experience in an inter-governmental aviation advisory capacity may be substituted for the pilot’s license or an advanced degree. 

  • Familiarity with international accident investigation standards contained in ICAO Annex 13 and the accident investigation process/procedures used by NTSB and TSB required. 

  • Knowledge of FAA and inter-governmental process functions strongly preferred. 

  • Ten (10) years of experience in the fields of accident investigation, aircraft design/engineering, aviation safety, and/or airline flight operations (or combinations of the above) required. 

  • Minimum of five (5) years of experience working in technical or related oversight groups involved in NextGen and national/international airspace modernization efforts strongly preferred. 

  • Must possess the interpersonal, managerial, and leadership skills to effect decisions in support of ALPA interests amongst aviation community groups. 

  • Strong technical writing and public speaking skills required.

  • Excellent interpersonal and communication skills, oral and written, for effective interaction with internal staff, pilots, and external contacts.

  • Software:  Microsoft Word, Outlook, Excel, and PowerPoint.

Constantly operates a computer/smartphone/tablet.  Regularly required to maintain a stationary position, move about the office and the local metropolitan area, determine what others have said or written, and converse with others and exchange accurate information.

Regularly required to sit, stand, bend, reach, and move about the office and travel (locally, nationally, and internationally).  Also includes occasional bending, stooping, squatting, and/or pushing and pulling or moving, e.g., to pack, unpack, and/or move cases.

Occasionally required to move, raise, reach, and/or retrieve binders, books, boxes, and files up to ten (10) pounds (lbs.).  While on travel, could be responsible to move, raise, reach, and/or retrieve binders, boxes, cases, and/or files weighing as much as 50 lbs.  (Assistance may not always be available.)
