Basic Purpose of Job: This is a managerial position in the IT Department as part of the Career Path Process. The management career path emphasizes human resource management and systems management skills.
The main elements of this path include:

Position resides in the Operating Services Department supporting Transportation Systems Development.
Position reports to Raveendra Boggaram and will be filled at a Band B or C level (Manager/Sr. Manager) depending upon the successful candidate's skill set and experience.
This position will be responsible for management of the software development staff and systems supporting numerous PTC (Positive Train Control) business functions and activities.
This position will be responsible for project management leading the design, development, and implementation of ongoing PTC program efforts on various projects at UPRR. Responsibilities also include ensuring proper operation of critical production systems and coordinate the on-going enhancement & issue resolution to maintain up-time integrity of those systems. Direct supervision of technical professionals, both direct and indirect required. The development team will consist of employees and contract resources (off-shore).
Position will lead and manage a diverse team of technical professionals, including involvement in career development and performance management plus staffing and budgeting activities.
Required Experience / Skill Set include: • 8+ years IT and/or business experience. • 4+ years experience in two or more of the following areas: estimation & scope planning, leading software development with full life cycle, budgeting, controlling and staffing activities. • Understanding of technical architecture, multi-systems integration, and demonstrated expertise in areas of UP business processes. • Position requires strong customer focus, vendor management (resourcing, invoicing and procurement coordination), organizational skills, project management and conflict management capabilities. • Hands on MS-Office suite of tools (MS-Word, Excel, Access and Powerpoint) • Strong problem-solving skills to develop unique solutions to complex problems without precedent. • Excellent written and oral communication skills
Desired Experience/Skill Set include: • Experience with one or more railroad functional business groups & systems. • Demonstrated leadership in areas of people management, employee development and performance management. • Scheduling experience on medium to large scale projects with project management scheduling tools (such as MS Project, Clarity, etc.) • Experience and ability to manage and support 24x7 operations of mission critical systems.
Accountabilities: • Technical Knowledge: Requires conceptual knowledge of systems and technical architecture in order to provide integration into a multi-systems environment. Significant research and assistance are needed to perform tasks. • Managerial Knowledge: Requires subject-matter expertise of techniques in the following areas: time management, interpersonal skills, motivating others, team building, delegation, work coordination, interviewing, coaching and development of others' skills. • Business Knowledge: Requires demonstrated subject-matter expertise of at least one UP business process, allowing the incumbent to transfer this knowledge to other members of the organization, allowing them to be more effective and to develop their skills. • Problem Solving: Must be able to take current practices and procedures and improve upon them with innovative ideas. Must be able to understand and integrate systems development/maintenance efforts in a multi-systems environment, providing a seamless look to the customer. • Freedom to Act: Makes policy recommendations, restricted by current policies and plans. • Impact of Action on Project: Shares responsibility for project outcomes with peers. Projects are generally less than $4 million in cost or benefit impact. Primarily responsible for the outcome of processes and actions in his/her direct control. Individual authority limits vary and are determined by the employee's manager. • Degree of Criticality: Critical event would cause impact to single systems, and operations would be impacted, but not severely.
Preferred Education, Training, Experience or Skills: • A Bachelor Degree in Computer Science, Management Information Systems or related field. Strong applicable experience (a minimum of 6 years applications development experience with leadership responsibilities) may be taken into account in lieu of a degree. • 8 year(s) experience / knowledge in Information Technology as noted in Basic Purpose of Position.
