Summary Of Duties:
The Director Capital Construction has the overall responsibility for all construction activities related to the Michigan Corridor Improvements and the orderly transition of construction and maintenance responsibilities from NS to Amtrak of all railroad infrastructure between Kalamazoo, MP 143 and Town Line, MP 8, from initial planning, conceptual design, detail design through project construction, execution and turnover.
• Develop a scope of work and related procurement documents for Amtrak to advertise and award final design services, develop the project management plan and environmental documentation, distribution and approval of 30/60/90/100% design submissions by all stakeholders.
• Direct the construction of all improvements by both Amtrak forces and contractors, project management, estimating, scheduling, and reporting.
• Directs, manages and oversees construction projects to ensure that project/program scope, cost and schedule are properly developed and maintained, as well as ensuring contractors follow the agreed upon scope, cost and schedule to ensure goals are achieved.
• Prepares, develops and implements the development of construction, testing, startup and operation procedures for the project.
• Directs, manages and coordinates construction of projects/programs to ensure the critical issues are addressed.
• Prepares construction plans, specifications and constructability reports.
• Coordinates all projects/programs with other departments to ensure adequate resources are available, as well as obtaining track outages, labor clearances and labor area available as planned and scheduled.
• Assists design projects with site walk downs and track outage planning and guidance.
• Prepares construction estimates and schedules.
• Provides weekly and monthly project status reports addressing actual and forecast costs and schedules, earned value, change of status, etc.
• Responsible for preparing force account estimates and tracking force account labor, material and other resources.

Education:
• Must have Bachelors Degree in Engineering or the equivalent combination of education, training, and/or work experience.

Preferred Education:
• Bachelors Degree in Engineering or a Professional Engineers license is preferred.

Work Experience:
• Must have extensive construction related experience.
 • Demonstrated experience as a manager/supervisor or construction projects and/or programs.
 • Experience and working knowledge of the track system, structures, communications, signals, electric traction, and track usage procedures.
• Significant exposure in construction management of multiple construction projects and/or programs.
• Must have experience in using MS office, MS Project & Primavera; knowledge of GCOR, RWP, AMT-2, applicable FRA rules and regulations; OSHA requirements and other federal state and local regulations.
• Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint

• Prior satisfactory job performance required.
• Must have excellent verbal and written communications skills and excellent presentation skills for both within and outside of the organization.

Preferred Work Experience:
• Significant exposure in construction management of multiple construction projects and/or programs.
 • Effective writing/presentation and interpersonal communications skills; time management; conflict resolution.
 • Extensive knowledge of Roadway Worker Protection; NORAC, MW 1000, AMT 2, AMT 23, AMT 27 Hazard Communication (Right to Know) and personal protective equipment.

Communication And Interpersonal Skills
 • Must have excellent verbal and written communications skills and excellent presentation skills for both within and outside of the organization.
