Position Description:
MAJOR DUTIES:

The Chief Scientific and Technical Advisor (CSTA) for Advanced Avionics position is critical to maintaining a high level of aviation safety and retaining U.S. leadership in the development and implementation of technical standards for new technologies. The CSTA for Advanced Avionics is the FAA's recognized expert for identifying risk factors in systems which perform new avionics functions. He/she is responsible for providing expert scientific and technical advice and guidance for all research and development programs in avionics. These programs and systems are evaluated and reviewed using Fault Tree, Markov and Failure Modes and Effects Analysis to establish appropriate safety requirements. The CSTA for Advanced Avionics assists in the introduction of new types of avionics by establishing industry committees and supporting research projects to produce Minimum Systems Performance Standards and Minimum Operation Performance Standards which define the requirements for new types of avionics. He/she provides varied professional, scientific, and expert consultation and assistance to the FAA, other Governmental bodies, private industry, and foreign nations on new technology and its application, through participation in local, national, and international technical associations and industry meetings and committee activities.

SPECIALIZED REQUIREMENT:

This position requires advanced education, or equivalent experience in the physical or engineering sciences with concentration in advanced navigation systems that operate on satellite signals, risk factors in systems which perform new avionics functions, and aircraft performance controlled by digital electronics.

QUALIFICATIONS REQUIRED:

TECHNICAL REQUIREMENTS

    1. Ability to establish and maintain effective working relationships with multidisciplinary subject matter specialists in the development of new theoretical concepts or synthesized phenomena leading toward new technical approaches for advanced avionics/electrical systems.

    2. Ability to serve as an effective spokesperson for the organization, both nationally and internationally.

    3. Advanced knowledge in the field of advanced avionics and electrical systems and research and recognized as an expert in the national and international aviation research arena.

    4. High quality of professional competence and stature in the profession as indicated by publication in open literature which advances knowledge in the field; memberships and activity in professional and scientific societies; honors, awards, and other recognition and leadership in national and international scientific communities

    5. Demonstrated high degree of creativity and skill in the application of avionics/electrical theories, concepts and principles.

In order to qualify for this position, you must possess a Secret security clearance.

You will be required to do some travel.
