Position Description:
The Manager, Marine Spatial Planning Policy, provides primary policy support for Ocean Conservancy’s focused one-year campaign to secure federal policy that advances Marine Spatial Planning (MSP) to protect, restore, and maintain ecosystem health. Provides daily support to the MSP team leader and the MSP project staff in ways that advance support for the MSP policy i.e. policy analysis, strategy development, coordination of the NGO community, and selective outreach. Serves as a primary liaison and provides strategic and logistic support to coordinate the MSP NGO Working Group, a group comprised of more than 13 different NGOs to develop consensus policy platforms, collaborative approaches, and complementary strategies where practicable to advance federal MSP policy and concomitant funding. Provides information and input to craft strong communication, policy, legislative, and outreach strategies necessary to support federal MSP policy initiative.
SPECIFIC RESPONSIBILITIES:
Works closely with MSP team leader in coordinating strategies among the various elements of the grant including legislative, coalition building, and communication strategies. Works closely with program and legislative staff to provide input on policy proposals and potential organizational policy positions to inform sound policy decision-making. Assists policy and legislative staff with their efforts to monitor, research, and analyze developments on marine spatial planning issues through attendance at meetings, hearings and markups, public hearings, press conferences, and professional meetings and conferences. Provides content and input to communication staff on articles, reports, press releases, and other materials to educate members, activists, the media and the public. Manages information about meetings with stakeholders including government agencies and NGOs. Attends meetings relevant to advancing MSP policy at the federal level and provides meeting summaries. Assists MSP team leader by providing input on grant proposals, reports, and other materials as necessary to ensure continued funding for the MSP policy project. Staffs and coordinates the MSP Working Group meeting (logistics, minutes, and agenda) and consolidates comments on working documents from members of the group.
QUALIFICATIONS:
Bachelor's degree with 3-5 years of related experience in marine environmental issues; familiarity with ocean governance, planning, energy and/or climate change. Demonstrated ability to work effectively with diverse teams; integrate across disciplines, work collaboratively with a wide variety of stakeholders. Working knowledge of advancing policy on the federal level, exceptional communication, organizational and interpersonal skills, DC based. Project management experience preferred. Proficient in Microsoft office products required.
