This position is located in the Office of Science and Technology in Washington, DC.
This position serves as Staff Assistant to the Assistant Director, Office of Science and Technology (OST). The incumbent provides analytical and administrative support in planning, developing and coordinating a wide variety of management and administrative activities throughout the Directorate. In addition, the incumbent serves as the Directorate's customer service representative to the Bureau's external Ombudsman Program.
The Assistant Director is a ranking member of the Bureau's Executive Management Team. The decision making dynamic of the Executive Team (collaborative leadership) is such that each member, through participation, provides heavily weighted recommendations and opinions that influence and impact strategic goals, plans, the distribution of major resources, and ultimately, the direction of current and long-range Bureau programs. This position is a major catalyst in supporting the Assistant Director's ability to achieve mission-related goals.
MAJOR DUTIES:
Provides advisory services to the Assistant Director, Office of Science and Technology (OST) concerning a wide variety of Bureau management activities and programs. Gathers both factual and subjective data from employees and management officials at all levels of the Directorate. Provides the Assistant Directorate with thoroughly researched analyses of issues affecting the Directorate. Identifies controversial issues and appropriate alternatives, prepares reports of findings, and makes recommendations for solutions.
Serves on various committees and groups regarding the Bureau's Customer Service Program. In conjunction with the Office of the Ombudsman's External Program Manager, designs a tracking system to monitor customer complaints and concerns, and develops a measurement system to identify and monitor problem areas and systematic issues.
Serves as the Directorate's customer service representative. Reviews and analyzes specific complaints on behalf of the Assistant Director.
Serves as a point of contact for all outside associations, providing detailed information on OST programs, facilitating information exchange; writes speeches and letters for the Assistant Director.
Serves as the liaison responsible for planning major events and arranging public engagements, press conferences and public appearances. Represents OST on various cross-directorate committees on workplace safety.
Develops management and administrative procedures for use throughout the Directorate. Serves as the Assistant Director's personal representative in telephone and personal contacts with high-ranking officials of the Bureau and other Federal agencies, members of Congress, industry representatives, state and local law enforcement officials, and representatives of of foreign governments.
Throughly examines all communications and correspondence addressed or routed to the Assistant Director, determining which items require his or her personal attention.
Serves as the facilitator for the AD on matters involving personnel issues; reviews and handles affidavits, certifications, and other potentially sensitive items.
QUALIFICATIONS REQUIRED:
To qualify at the GS-12 level, applicants must have one year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service. Specialized experience is experience which is in or directly related to the line of work of this position and which has equipped the applicant with particular knowledge, skill and abilities to successfully perform the duties of the position.
Specialized experience for this position consists of gathering information, conducting studies, identifying and analyzing issues, and developing recommendations to resolve substantive problems pertaining to the effectiveness of Directorate activities, operations, and programs. Reviews and analyzes a variety of reports, customer complaints, and reporting mechanisms; idendifies controversial issues and appropriate alternatives; and provides the Assistant Director with findings and recommendations. The work requires extensive analysis and interpretation of a large volume of both qualitative and quantitative data gathered from a variety of sources.
